Francophone African Perspectives in HAQAA2

Following the completion of the external agency review/consultation visit a Webinar was Co-organized by RAFANAQ and HAQAA2 Implementing Team with the discussion topic : “Why is the external evaluation of my national quality assurance agency important?” for the Francophone countries Mauritania, DRC, Mali, Algeria, Guinée and Côte d’Ivoire on February 13, 2023 – 10am GMT/ 11CET on the Zoom platform

Each agency/department that participating in the HAQAA2 Consultancy visit/Agency Review process was invited to participate in the webinar whose objectives were to:

  • Disseminate and discuss the findings and recommendations of the external agency review/consultancy visit and explore how to respond to them.
  • To discuss the future development of external quality assurance in the country, in the broader context of the higher education sector.
  • To bring together higher education stakeholders at the national level and strengthen dialogue and cooperation among stakeholders.
  • Build on the momentum created by the review process and create a momentum for future development.
  • Enable participating agencies and ministries to share and compare their results and lessons learned
  • Discuss with stakeholders the future of the QA agency review process in Africa, what is needed and how it can be conducted effectively.

Participants were higher education stakeholders drawn from Quality Assurance Agency, – Ministry of Education, – Higher education institutions (management and quality assurance staff), Student representatives and other relevant groups/organizations to the national context.

The Session began with an official welcome from Elizabeth Colucci, OBREAL Global – HAQAA2 Coordinator and Lamine Gueye, President, RAFANAQ/ Secretary General, ANAQ-Sup who presented on “The Strategic importance of agency assessments for the development of QA systems in Francophone Africa”. Prof Gueye then Chaired the webinar with presentations from Jean Sylvain Bonny, Director General of Quality and Evaluations, Ministry of Higher Education and Scientific Research, Côte d’Ivoire, Abdel Kader KEITA, Executive Director, Malian Agency for Quality Assurance in Higher Education and Scientific Research (AMAQ – SUP), Constant Nkiama Ekisawa, Executive Secretary of the National Agency for Quality Assurance of Higher Education and University (ANAQ-ESU), Kabine Oulare, ANAQ-GN – National Authority for Quality Assurance in Education, Training and Research, Mouhamed Lemine Haless, AMAQ-ES- Mauritanian Authority for Quality Assurance in Higher Education and Yacine Belarbi Director of Planning and Forecasting, MESRS, Algeria. The webinar was attended by participants from Algeria, Angola, Belgium, Benin, Botswana, Burkina Faso, Cameroon, Burundi, Canada, Comoros, Democratic Republic of the Congo, Côte d’Ivoire, Djibouti Estonia, France, Gabon, Germany, Guinea, Kenya, Lesotho, Madagascar, Mali, Mauritania, Mauritius, Morocco, Mozambique, Niger, Nigeria, Portugal, Rwanda, Saudi Arabia, Spain, Senegal, Sudan, Tunisia, Uganda, United Kingdom, United States, and Zimbabwe
